On March 31, the U.S. Department of Agriculture (USDA) announced the release of previously obligated funding under the Rural Energy For America Program (REAP), Empowering Rural America (New ERA), and Powering Affordable Clean Energy (PACE) programs.
Recipients of this funding have 30 days to review and voluntarily revise their project plans to align with President Trump’s Unleashing American Energy Executive Order issued on January 20, 2025. This process allows rural electric providers and small businesses to refocus their projects on expanding American energy production while removing DEIA and climate mandates from previous proposals. USDA Rural Development will inform awardees individually about this opportunity, asking them to answer several questions and provide a short narrative description of any proposed changes.
Applicants who have already submitted their applications do not need to withdraw, submit a new or revised application, or supplement their application. The program will review the application consistent with this notice.
U.S. Secretary of Agriculture Brooke Rollins revealed on March 31 that the USDA is also releasing $537 million under the Higher Blends Infrastructure Incentive Program (HBIIP) for nearly 550 projects in 29 states. This funding aims to help retailers navigate current regulations on dispensing equipment for higher blends. The program is expected to help farmers benefit from higher demand and consumers from lower-cost options at the pump.
